This report is a terminal evaluation of a UNEP-GEF project implemented between 2011 and 2015. The Project aimed to build capacity to Macedonia for the development of a National Biosafety Framework for the safe use of modern biotechnology in line with international obligations, including the Cartagena Protocol on Biosafety. The Terminal Evaluation was undertaken upon completion of the Project to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability.
