Environmental change through capacity building: Africa, the Caribbean and the Pacific

To address challenges faced by developing countries in the implementation of multilateral environmental agreements (MEAs), the programme on capacity building related to multilateral environmental agreements in African, Caribbean, and Pacific countries (ACP MEAs) was initiated in 2009 to assist 79 countries to enhance their capacities in implementing certain MEAs at the national and regional level.

Nine years later, the programme is now nearing the end of its second phase, with successful outcomes indicating greater institutional strength in the regions and ownership of the MEAs processes.

It is hoped that this publication not only illustrates some of the success stories and lessons learnt during the first phase but can serve as a critical resource for policy makers, development practitioners and those involved in capacity building in the environmental field.

With UN Environment as the global coordinator, the programme is funded by the European Commission with support from the African, Caribbean, and the Pacific Group of States Secretariat, in partnership with the Caribbean Community Secretariat (CARICOM), the Secretariat of the Pacific Regional Environment Programme (SPREP) , the African Union Commission (AUC) as well as global partner, the Food and Agriculture Organization of the United Nations (FAO), and select NGOs and collaborating centers.
