This report is a mid-term evaluation of a UNEP-GEF project implemented from 2010 and expected to end in 2015.The overall aim of the Project was to phase out the production and sale of Incandescent Lamps (ILs) and poor quality Compact Fluorescent Lamps (CFLs) in Vietnam, which will accelerate commercialization and sustainable market transformation of Energy Saving Lamps (ESLs), which include CFLs and Light Emitting Diodes (LEDs). The MTE of the Project was undertaken to assess whether the Project is on-track, what problems or challenges the Project is encountering, and what corrective actions are required.
