This report is a mid-term evaluation of a UNEP project implemented between 2005 and 20011. The main objective of the project was to reduce greenhouse gas emissions in the Republic of Cuba by promoting environmentally sound renewable energy technologies for power generation, as well as for providing modern energy services on a commercial basis at the Isla de la Juventud. The main purpose of the Mid –Term Evaluation was to give an assessment of the operational aspects of the project, such as project management and the level of implementation of the different activities, as well as the extent to which the objectives can be fulfilled or are being fulfilled.
