The Special Programme provides support to developing countries and countries with economies in transition to enhance their institutional capacity for chemicals and wastes management.

Specifically, the programme aims to support institutional strengthening at the national level for implementation of the Basel, Rotterdam and Stockholm Conventions, the Minamata Convention and the Strategic Approach to International Chemicals Management (SAICM). Through this funding, beneficiary countries are better able to develop, adopt, monitor and enforce policy, legislation and regulation and to gain access to financial and other resources for the sound management of chemicals and wastes.

What is the special programme?

The Special Programme range of funded activities include:

  • Identifying national institutional capacity weaknesses, gaps and needs
  • Strengthening institutional capacity to plan, develop, undertake and monitor policies, strategies and national programmes
  • Strengthening institutional capacity to improve progress reporting
  • Promoting an enabling environment to foster the ratification of the MEAs
  • Enabling the design and operation of dedicated institutional structures
  • Funding sound management of chemicals and waste projects

The Special Programme is maintained by the generous voluntary contributions of donor countries.
