Building a strong foundation for responsible waste management in Afghanistan

Project Summary

The project aims to build Afghanistan’s institutional capacity for implementing its obligations under the Basel, Rotterdam, Stockholm and Minamata Conventions. This will be achieved by establishing and improving environmental standards and developing capacity for the sound management of chemicals in the waste and energy sectors. Furthermore regulations on the import and export of toxic, controlled, and hazardous chemicals will be improved with the view to implementing its obligations of Basel, Rotterdam, Stockholm and Minamata Conventions at the national level.

Project Objectives

The project will undertake the following measures to strengthen the legal and institutional frameworks for Sound Management of Chemicals:

  • Establishment of a chemicals unit within the National Environmental Protection Agency that will be responsible for the implementation of Afghanistan's obligations under the Basel, Rotterdam, Stockholm, and Minamata Conventions;
  • Development of secondary legislation relating to the management of hazardous chemicals;
  • Monitoring and analysis of hazardous chemicals in goods as well as waste;
  • Promotion of sustainable practices by engaging the private sector and public awareness of the dangers of hazardous waste;
  • Establishment of a research program on emissions from waste.
